CBI Files an FIR against Lalu Family, Prepares Seizure Report

The entire family of RJD chief Lalu Yadav is seen in the new trouble in Bihar's power. Lalu Yadav is accused of having made big financial irregularities while being the Railway Minister. In this case, besides the RJD supremo, his wife Rabri Devi, the Deputy Chief Minister of Bihar and his son Tejashvi Yadav, four other people have been named. While registering a new case of corruption in the case on Thursday, the CBI raided 12 places in Patna, Ranchi, Gururgram and Bhubaneswar, including the residence of Rabri Devi at 10 Circular Road in Patna.

According to the CBI FIR, the issue of this case goes up to the decision of the then NDA government in 2001 when it decided to hand over the management of catering services of railway hotels to IRCTC. In the year 2001, the Railway Board decided that the catering service and Hotel BNR in Ranchi and Puri will be operated from Indian Railways to IRCTC. Soon after, when Lalu became the railway minister in 2004, he allegedly plotted criminal conspiracy in collusion with Sarla Gupta and IRCTC officials, wife of Malik Harsh and Vinay Kochhar, Lalu Yadav's close aide PC Gupta and IRCTC officials. These people formed a complete plan to get rights on hotels hatching a criminal conspiracy.

Only Rs 1.5 crore worth of prized land
According to the CBI, under this conspiracy, Vinay Kochhar sold three acres of prime land in Patna on February 25, 2005 for sale of 1.47 crore, which was much lower than the Circle rate. It is said in the FIR that the owner of this company was Premchand Gupta's wife, Sarla Gupta, but from the year 2014 onwards, the member of Lalu Prasad’s family became its owner.

Irregularities in the tender of IRCTC
The CBI alleged that on the day of the deal, the Railway Board announced to hand over BNR Hotel to IRCTC and then the management of both the hotels was handed over to the company of Kochar brothers. The tender that was taken for it was also wrong and conspiracy was made in it. According to the CBI, in this case, the then managing director of IRCTC PK Goyal also allegedly rigged.

The Central Investigation Agency has alleged that the terms of the tender were altered so that Sujata Hotel could be made the sole claimant for this tender. Here, more than 15 tender documents were received for both the hotels, but there is no record of any other company except Sujata Hotel.

Lalu's family got the advantage
According to the CBI, Lalu has been monitoring the tender process as a railway minister. The CBI claimed that between 2010 and 2014, the proprietary rights of Delight Marketing also went to Sarla Gupta in the hands of Lara Projects, which is owned by Rabri Devi and Tejashvi Yadav.

FIR said that Lalu was not a railway minister during this deal. At that time, the cost of that land of Patna also increased to Rs 32.5 crore according to the Circle Rate. The CBI alleged that members of PC Gupta's family transferred the shares of Net worth to the family of Rs 32.5 crore, to the family of Lalu Prasad Yadav at a nominal price of just Rs 65 lakh.

Who are the accused
The CBI has registered a case against Lalu Prasad Yadav, Rabri Devi, Taskhali Prasad Yadav, Sarla Gupta, Vijay Kochhar, Vinay Kochhar, Lara Projects and former Director General of IRCTC PK Goyal, in the matter of Section 420 (fraud) against IPC, 120B (common conspiracy i.e. Common Conspiracy), FIR has been registered under sections 13 (2) and 13 (1) (d) of the Prevention of Corruption Act, 1988 (PC Act).
